Those with super powers thought the war was over. The Civil War among them had torn them apart and fences were yet being mended, but even as authorities stopped hunting vigilantes and those with powers, the people were discontent. One man pressed hard in the media for no more masks. He supported the Registration Act but went even further, asking society to leave behind the culture of super-powered celebrities and embrace the value of equality for all people. His mantra gained steady momentum and soon all the world was chanting as one: NO MORE HEROES!

Behind the media's scope lay the real threat. While heroes and vigilantes became more pressured to stop hiding, the villains united under one leader. Noticing that separately they failed time and time again, he determined that together they could win. All they had to do was listen, let him lead them into their victory, and they would rule the world. And they did. Small numbers at first, but with each hero defeated, more joined. Now they are an army and no man, no hero no matter how great, stands a chance.
